A rare North Atlantic right whale was found dead this week off the coast of Georgia, the second fatality in recent weeks involving the critically endangered species, the federal agency that monitors the oceans said. The whale that died was the female calf of the North Atlantic right whale No. 4340, also known as Pilgrim, the National Oceanic and Atmospheric Administration said in a statement on Thursday. The agency was notified on Tuesday that there was a dead whale floating offshore near Savannah, Ga. The whale, born in 2022, was identified after an aerial survey team from the Clearwater Marine Aquarium Research Institute searched and found the carcass on Wednesday about 20 miles off Tybee Island, which is about 18 miles east of Savannah.

SAN JUAN, Puerto Rico (AP) — Tropical Storm Philippe aimed for Bermuda on Thursday on a path that would eventually take it to Atlantic Canada and eastern New England. The storm was located 520 miles (835 kilometers) south of Bermuda on Thursday morning. A tropical storm warning was in effect for Bermuda, with forecasters warning of heavy rainfall starting Thursday evening. Philippe's center is expected to pass near Bermuda on Friday and then approach eastern New England and Atlantic Canada on Saturday as a post-tropical cyclone. Philippe is a large storm, with tropical-storm-force winds extending up to 230 miles (370 kilometers) from its center.

The ultimate outcome for locations in New England will depend on how a few different conditions play out over the next two days. An area of high pressure over the Atlantic, known as the Bermuda High, will have a major influence on how quickly Lee turns. As the high pressure weakens this week, it will allow Lee to start moving northward. Lee could make a quick turn to the north early this week if high pressure weakens significantly. If the jet stream sets up along the East Coast, it will act as a barrier that prevents Lee from approaching the coast. This scenario would leave portions of the East Coast, mainly north of the Carolinas, vulnerable to a much closer approach from Lee.

After almost 40,000 asylum seekers entered Canada from the U.S. through irregular border crossings last year, the two countries revised their two-decade-old asylum pact last week to stem the flow of asylum seekers. After moving thousands of asylum seekers from Quebec to Ontario, the federal government relocated some 393 asylum seekers to the Atlantic provinces of New Brunswick, Nova Scotia and Newfoundland as of March 19, according to official data. These transfers over the past several months have been Canada's first relocations of asylum seekers, the government said. Some of the asylum seekers and advocates told Reuters there is inadequate access to legal counsel, potentially jeopardizing refugee claims. Chamagne said her three staff lawyers are trying to help 164 asylum seekers transferred to Halifax, Nova Scotia.
